Reverse brain drain

In the absence of an extensive research and figures in order to tackle the issue, the only option would be speaking from personal experience and commonplace experience of family and friends studying abroad.
Generally speaking, there is no doubt that return of human capital and highly-educated individuals to Iran will be to the benefit of the country. Nonetheless, expecting an instant turnaround in the manufacturing industry and economy does not seem realistic. A large number of Iranians abroad are technical and engineering majors and their specialties cannot be practically utilized in Iran's industry. Let me give you an example; imagine an Iranian postgraduate who is only fitted for companies such as Google. Such person would not be able to work effectively in Iran unless they start out an academic career. There is no academic shortage in Iran though.

An influential group
Educated Iranians abroad are highly influential. For instance, an educated person in the US with work experience is capable of starting a project from scratch with no need for government support. As a matter of fact, the gap between industrial development of Iran and developed countries does not pose problems for them. Their entrepreneurial mindset, knowledge and skills are beneficial for our country.
Studying Chinese government policies, I realized they target a group of experienced talented minds with managerial skills and propose legislation to enhance "return migration" or "reverse brain drain".

Waves of migration and return
I remember when I was at University of Sharif, migration was a collective decision. Those who had left the country earlier shared their experiences and information with other students thus they applied to foreign universities together. The same thing is required to create waves of return. Most of Iranian migrants in particular those in the US have been far from Iran's academic and business environment and are not familiar with rapid changes in Iran's society. If a group of migrants return to their hometown and share their experience with others (military service issues, wok, the process of becoming faculty member at Iran's universities, etc) this could lead to a wave of return.
Accommodation is a matter of serious concern for Iranian graduates. Imagine a thirty-year old person who has finished his or her PhD wants to return to Iran. They need support. Establishment of a student accommodation fund was suggested by a group of Iranian migrants in order to support returnees. In my assumption, Iranians abroad are willing to raise funds to launch the fund. Iranians all over the world care for the prosperity of their country. It is important for the founders to have a good reputation.
